Collins, after studying over 1,400 established firms, concluded that the true differentiator isn’t superior financial capital, cutting-edge technology, or even an inherent fear of failure. Instead, it’s a profound dedication to a “down-to-earth, pragmatic, committed-to-excellence process – a framework kept each company, its leaders and its people on track for the long haul.” This philosophy underscores the critical importance of a rigorous and ongoing pursuit of excellence in any professional field.

The Real Estate Council of Ontario (RECO) fully embraces this ethos, applying it directly to the core of its mission to regulate the real estate profession in the public interest. RECO understands that for real estate salespeople and brokers to thrive and effectively serve the public, they must continually upgrade their skills and knowledge. This commitment to lifelong learning is not merely encouraged; it is mandated through RECO’s Mandatory Continuing Education (MCE) program. However, RECO’s dedication to improvement doesn’t stop with its registrants. The organization holds itself to the same exacting standards, recognizing that its own programs must evolve and adapt to best meet the needs of the industry and its professionals. This self-assessment led RECO, following a competitive Request for Proposal (RFP) process last year, to collaborate with the esteemed consulting firm CamProf Inc. Their joint endeavor launched a formal, comprehensive, and rigorous review encompassing every facet of the MCE program, aiming to propel it from merely “good” to truly “great.”

Recognizing Excellence: The MCE Program’s Impact and Acclaim

The year 2018 marked a significant period of achievement and recognition for RECO’s MCE program. During this time, RECO proactively introduced four new elective courses, expanding the breadth and depth of learning opportunities available to its registrants. This period of innovation also saw RECO’s dedicated efforts receive important industry recognition, underscoring the quality and relevance of its educational offerings.

Among its notable accomplishments, RECO’s Advertising Compliance MCE elective course was distinguished with the prestigious Brandon Hall Group’s Bronze award in the highly competitive “2018 Best Advance in Compliance Training” category. This award highlights the program’s effectiveness in equipping real estate professionals with essential knowledge to navigate the complex regulatory landscape of advertising, ensuring ethical practices and consumer protection. Furthermore, two other critical components of RECO’s MCE curriculum garnered significant accolades from the Hermes Creative Awards. The Real Estate Fraud section of the 2017 Update Course was honored with a Platinum award, recognizing its superior content and delivery in addressing one of the most pressing issues in the real estate sector. Simultaneously, the Waterfront Properties course received a Gold Hermes Creative Award, acknowledging its excellence in providing specialized knowledge for a unique segment of the market. These awards are a testament to RECO’s commitment to developing high-quality, impactful, and relevant educational content that directly addresses the challenges and opportunities faced by real estate professionals.

While industry awards certainly provide a gratifying external validation of the MCE program’s quality, RECO firmly believes that the ultimate measure of success lies in the perception and experience of its registrants. The true test of any educational program is its ability to meet the practical needs of its learners and contribute meaningfully to their professional growth. To ensure this alignment, every MCE course incorporates a crucial feedback survey mechanism, designed to capture the invaluable insights of those directly engaged in the learning process.

Last year, RECO received an impressive 19,463 survey responses from registrants, providing a rich dataset of opinions and observations. The overwhelming sentiment conveyed through these responses was extremely positive, reaffirming the MCE program’s effectiveness and relevance. Key highlights from the survey included:

  • 97% indicated the content was relevant to their individual real estate practice: This high percentage underscores that MCE courses are not just theoretical but provide practical knowledge directly applicable to the day-to-day operations and challenges faced by real estate professionals.

  • 97% indicated the course was easy to navigate and understand: User experience is paramount in online learning. This positive response highlights the intuitive design and clear structure of the MCE platform, allowing registrants to focus on learning rather than technical difficulties.
  • 91% liked the pace of the course: Recognizing that registrants have diverse learning styles and busy schedules, the program’s flexible pacing is a significant advantage, allowing individuals to progress at a rate that suits their needs.
  • 96% enjoyed the flexibility of learning online at their own convenience and pace: The ability to learn anytime, anywhere, and at one’s own speed is a cornerstone of modern adult education. This feedback strongly validates RECO’s commitment to providing flexible, accessible online learning options that cater to the demanding schedules of real estate professionals.

These overwhelmingly positive results were certainly gratifying for the RECO team, validating their efforts in developing and delivering quality continuing education. However, in keeping with the spirit of continuous improvement, the team recognized that even a highly successful program could benefit from an impartial, external evaluation. This proactive approach led RECO to launch a comprehensive review of the MCE program, particularly pertinent as most registrants had completed at least one MCE cycle by then. The scope of this review was extensive, including a specific examination of the underlying technology platform, exploring opportunities for new features and enhanced functionality. It also delved into the relevancy and presentation of course content, aiming to ensure it remains cutting-edge and engaging. Furthermore, the review critically assessed the overall learner experience and explored various course delivery methods, including the feasibility of traditional classroom options, as well as emerging trends like social and micro-learning. To gather diverse perspectives and actionable insights, CamProf engaged registrants through a series of targeted surveys and insightful focus groups.

A Deeper Dive: The Independent Review and Insights

The independent review conducted by CamProf Inc. was instrumental in gathering nuanced feedback beyond the immediate course evaluations. Approximately a year ago, all RECO registrants who had participated in the MCE program were invited to complete a special CamProf survey. The results from this external assessment further reinforced the positive impact of the MCE program.

A significant finding revealed that 78% of registrants believed they were better informed about regulatory requirements after completing an MCE course. This statistic is particularly encouraging as it directly speaks to the program’s core objective of enhancing compliance and consumer protection within the real estate industry. Furthermore, overall satisfaction with the content, delivery, and practical applicability of the courses consistently hovered at 70% or higher, varying slightly depending on the specific course. These figures underscore a generally strong approval from the registrant base regarding the quality and utility of the MCE offerings.

The CamProf survey data also provided valuable strategic insights for RECO staff, particularly concerning registrants’ broader professional development habits. It revealed that approximately two-thirds of respondents actively pursued additional or supplementary professional development beyond RECO’s MCE program. This supplemental learning primarily occurred through external sources such as brokerages and local real estate boards. This finding was met with enthusiasm by RECO, as the organization has always championed a proactive and holistic approach to professional development among its registrants. It signals a strong appetite for learning within the real estate community, an eagerness to constantly refine skills and knowledge.

Further insights emerged regarding learner preferences and expectations. Real estate salespeople and brokers, while keen to learn, expressed a strong desire to learn on their own terms. For instance, a notable 87% of respondents indicated a preference for completing the MCE program on their chosen device, highlighting the demand for multi-device compatibility and flexibility. Additionally, many registrants participating in the focus groups voiced that RECO could enhance its information delivery methods. This feedback points towards a need for more engaging, diverse, and perhaps more personalized learning experiences that cater to different learning styles and technological preferences.

This comprehensive collection of feedback, both from internal surveys and the external CamProf review, is invaluable. This initiative is designed to accommodate registrants who prefer more structured, interactive, and face-to-face (or live virtual) learning environments. This involves a deep dive into registrant needs, collecting additional thoughts, opinions, and ideas on specific MCE topics that would benefit most from such delivery methods. This initial feedback will then be further refined through detailed focus group discussions to ensure the new offerings are precisely tailored to demand.
  • Enhancing the MCE Program Platform and Learner Experience: A modern and intuitive learning platform is critical for an optimal educational experience. RECO plans to significantly enhance its MCE program platform to make course materials more easily accessible across a range of devices, including tablets, iPads, and other mobile technologies.
